[arm-allstar] Detect COS Status

Hi Justin,

What are you wanting to accomplish?  For example, are you wanting to keep 
the announcement from starting before the COS is inactive?  Wait for a 
period of time of no activity before announcing, etc.?

...There are several ways to go about monitoring COS, including using rpt 
event system events, AMI events, telemetry log events, etc.
