On those radios if you want the ctcss/pl tone to control audio then remove the connection from the discriminator and place it on the output of the tone controlled squelch or some other point past the discriminator and the tone control portion.

Hello,
Not sure if I am sending to the right spot or not but here goes.
I am running 2 kenwood tk-860 G’s as a repeater and the ctcss on them just mutes locally but still sends the audio through the discriminator and to allstar l.
I’ve seen a few things about ctcss tones with allstar and just looking for some guidance on the subject.
