Barry,
I'm no expert by any means but from looking at your post...
Looks to me that you may have a couple things confused.

In your extensions.conf file the label [radio-control] should be named 
[42147]

If not already created under another [name] -- add the context actually 
called [radio-control] like so.

[radio-control]
exten => 42147,n,Rpt,42147|P|

Then edit your sip.conf file

Edit [42147]
Change the context=radio-control to context=to 42147

Also (again I'm no expert) but I didn't see in the sip.conf where a 
codec was defined or if it needs to be
or if it's negotiated by the sip phone so I added in mine to match one 
of the codecs that my Allstar will allow.

disallow= all
allow=ulaw
