[arm-allstar] New Pi v4 won't boot HamVoIP image

Several months ago there was a post here about a new Pi v4 that would not
boot off of the HamVoIP image. There were several replies from others with
new Pi 4's no issues. Now I have the same problem.
 
The screen shows a Sep 3, 2020 bootloader and eventually fails after 3
retries with "start4.elf is not compatible. This board requires newer
software."
 
It's a v4 2GB, Pi new in the box from MicroCenter with a 16GB SD card. It
boots fine on Raspian. 
 
I've had a 3B+ running HamVoip for months as a test setup and bought a new
v4 board to build a repeater controller for a repeater.  
 
Any help is appreciated.
