[arm-allstar] Remove courtesy tone

We ran into the same issue and quickly realized duplex=0 / linktolink=yes
doesn't function the same as enabling one of the duplex profiles. nounkeyct
is ignored, for one...
My workaround was to use duplex=3 and made this custom courtesy tone:
ct9=|t(0,0,1,0);
0 frequency, 1ms duration, 0 amplitude. Note that duration can't be 0, IIRC
that caused it to transmit continuously. This has been working well for us
and gets us the hang time and other functionality but no CT.
