[arm-allstar] Star-9-9 Indicator?

I guess cop 48 really only does send output to the radio directly. A way 
around that would be to use a static audio file and use localplay 
instead. I'll play around later when I have time and see if I can get 
this idea to actually work. Like I said, I just wrote stuff and didn't 
test anything.
