[arm-allstar] Continuous tone

I've redone my node and added echolink as a buddy is on a trip and that
seemed like an easy setup.

Well.......
I've not been on echo for years. Forgot pw. New email. Lots of annoying
stuff.

Rpt.conf has the usual node and 1999 as a pseudo. Echo goes to 1999. I
connect the Asl node to 1999.

When a user conn via echolink, I hear his first tx, when he drops Ptt, a
continuous 1khz tone and my radio stays key down.
I restart asterisk to stop tx.

I've played with simple.usb.tune.  no joy.  I can hit D and hear the 3
tones, but Ptt doesn't drop and the tone stays on.

I was able to kill the Ptt & tone by setting duplex=0 for the Asl node.
1999 was already dupl=0.

How's that for a bizarre event?
