[arm-allstar] Link Radio COS/CTCSS Staying On

Mike,

Actually, thinking more about it, also try:

On the CAT250 interface, duplex=3

And, on the XPR2500, duplex=0, linktolink=yes

...I don't know if the CAT250 will support duplex operation on the link 
port. I've never tried using a CAT controller with AllStar.
