[arm-allstar] Link Radio COS/CTCSS Staying On

I have an issue with one of the nodes I am working on. The node is
connected to a repeater via a CAT 250 and a RIM-Lite, and a local node is
set up on a second RIM-Lite with a Motorola XPR2500. Everything is set up
properly as per the instructions on Scott's site, the repeater is duplex=0,
linktolink=yes and the link node is duplex=0, linktolink=yes is commented
out.

If someone talks on the repeater while the link is idle, there is no
problem with audio passing through. However, if the link is in receive, and
someone keys up on the repeater, the repeater and link both show
Full-Duplex which does not allow audio to pass thru correctly. Watching it
in Supermon as well confirms that COS, CTCSS, and PTT are all keyed. The
link radio uses usbinvert in Supermon and I believe the radio is set for
Active Low, so I'm pretty sure it is set up correctly. Any idea why this
would be happening?
