[arm-allstar] CW ID 10 min

Looked into this and realized that both Time and ID occurs 24/7 on the
hour. Looked at cron.hourly but couldn't determine what was triggering
this event. My thought is if node has no activity after the last QSO then
no Time or ID should be necessary??? Maybe I'm not seeing something.
