[arm-allstar] CW ID 10 min

A way I can think of doing this (if app_rpt can't) would be to watch COS with an event an if there has been no RX activity for 15 minutes, then set a GPIO pin to turn off power to the transmitter. Turn the transmitter back on when there is COS activity again.

That's just my hack at it.
