[arm-allstar] decreasing delay of repeated audio

Patrick,

I just measured the delay through my kenwood tkr-850 bench test repeater, 
which is set in duplex=2 mode.

I'm seeing almost exactly 230 milli-seconds of audio delay, with 
rxaudiodelay set to zero. I measured this with a couple HT radios 
and a storage oscilloscope.

I'm not sure why you've got a much longer delay. This system has an RPi3B 
as the control computer, with 2 URI's attached---one going to the repeater 
and a second going to an experimental remote base.
