[arm-allstar] decreasing delay of repeated audio

Right now, I am just sending audio into and out of a radio-less node for testing purposes. I eventually want to build a repeater with a couple of max tracks, properly cooled, and a duplexer, with HamVoIP as the controller. The perimeter you mentioned is at 0, and the delay I get back is almost exactly half a second. even 250ms would be great.
