[arm-allstar] Raspberry Pi image missing kernel.img?

Is anyone having issues with the Raspberry Pi RPi2-3-4 Version 1.6-10 Allstar version booting? When I create the sd card the Pi flashes indicating “no kernel image found”. I tried several times creating the card on both the linux and windows boxes. I checked the card after imaging and indeed there is no kernel.img file in /boot. If I create a standard issue raspbian card it works first time, no issues. This same 7 flashes occurs on Pi 2’s version  1 and 2. 
Is there a flaw in the image?
