When I saw they had different file names, I figured they were different
files. RPi2-3 means to me that it won't work on an RPI4.
 
This was compounded by the fact that the update function did not work for me
when I first did it. That is to say, it accepted the command,  but did not
much of anything and immediately returned.   I guess I should have been
suspicious....

This morning, I put yesterday's SD card back in and ran update from the menu
and all is well.

I just downloaded and confirmed both the self-extracting .exe file (for MS
windows users)  and the .xz image (for Linux/Unix users) contain the same
firmware image.

Please check your download again.

Here are my checksum tests, which match the published checksums on the 
hamvoip.org webpage:

...Note that there is a difference in the image filename: RPi2-3  vs. 
RPi2-3-4.
