[arm-allstar] DTMF node connection not working

When trying to connect, if the node number you're trying to connect
to isn't found, no voice messages are currently sent.
Another thing to check: Are you sure DTMF is being decoded properly?
You can test this by watching the asterisk CLI (console), while sending
DTMF to the receiver. Properly decoded DTMF digits will show up on the
screen.
