[arm-allstar] USB Goes to Sleep

I recently had a similar issue with a pi 3b. The heartbeat from the pi to
the fob would stop at random times. Switching the USB port on the pi did
not cure the problem.  Replacing to pi did.

Everything on the original pi worked including Supermon.  Just lost the
heartbeat out the USB ports.
