[arm-allstar] Update V1.6.2-06

There was a small update today - V1.6.2-06  5/04/2020  which addressed the
following -

Corrected a bug in gps.conf for APRS comment. If the comment was too long
it could crash the system. This was corrected. It is now 1024 characters
total and limited to user input of 1023 characters.

Extended the Echolink allow/deny to 1024 characters. It was 128.  This is a
temporary fix as the method of defining Echolink allow/deny will be changed
in the near future to remove it from the config file and make it work much
like the current Allstar ban/allow.
