[arm-allstar] Repeater Bounce, ping-pong

This is most always caused by both ends automatically sending something to
the other. So think of it this way - if you connect your simplex node to a
repeater and you key up the repeater responds back. That is what it should
do. Then your end sends a courtesy tone back automatically which most
simplex nodes do and the cycle starts back and forth. The only answer is to
turn off the courtesy tone at the simplex end. The simplex end should send
nothing back in response to a keyup. In rpt.conf -

nounkeyct=1

and restart asterisk.

this defaults to =0 in the distribution.
