[arm-allstar] Eannmode set to 2 in rpt.conf but no echolink announcement received

Unfortunately the way this works means you need to have Allstar
connect/disconnect messages eenabled (telemdefault=1) to get Echolink
messages. They should be independent of each other. We need to look into
that.
