Russ,

 Everything is root user:group and as long as it is read permission for
root. Natively it is 644 but as Dave pointed out you could make it 600 -

# ls -ls /etc/ezstream.xml
4 -rw-r--r-- 1 root root 607 Feb 19  2017 /etc/ezstream.xml
