[arm-allstar] allstar node with hamvoip stopped reading cos correctly

If you're using and SD card, it's possible a file was corrupted during 
the write. I've seen this twice now on a couple of my nodes when 
updating rpt.conf.  I renamed the file and copied a back up version, and 
restarted asterisk. Problem was solved.
