[arm-allstar] "Repeat Only Mode"

I will head over to the site today and double check that the DTMF is being
decoded correctly.  Thanks or the tip on the VPN, I may have to set that
up.  The rest of the nodes are very reliable and really never need much, so
I have not bothered with the VPN yet.
