[arm-allstar] Issue with disconnect command

I am having an issue with the disconnect command from either the command
line or by touch tones not functioning.

It shows the digits decoding properly in the Asterisk CLI but is still
connected.

The connect commands work properly.

The Supermon interface also works fine for connect & disconnect.
