Chuck,
Since you are using private node numbers you will need to specifically
route by IP address or domain name and port at each end in the rpt.conf
files [nodes] section. At each end you need to specify the route (IP or
domain name and port) to the other end.
In your case at the 1900 end -
1800 = radio at 172.x.y.74:4569/1800,NONE
and at the 1800 end
1900 = radio at 172.x.y.78:4570/1900,NONE
