[arm-allstar] Repeater announcements

Darrell,

     You  have two choices with telemetry announcements  - local and
global.  Local goes just to RF radio nodes while global goes to all
connected nodes. There is no way to direct it to specific connected nodes.

Local -   rpt localplay node# filename
global - rpt playback node# filename

Where node# is the node you are sending it out on and filename is the
directory and name of the audio file MINUS the extent.
