Don,

The PTT LED will only happen when you are connected to another node. It 
is their incoming logic signal that keys your node.
When there is Audio at the connected location their COS signal becomes 
PTT on your end indicating there is audio coming inbound to your node 
thus keying the PTT on your transmitter.

Since you have no Receiver on your end your Microphone supplies audio 
and COS logic to the far end node.
That is the reason you hook Mic PTT to the COS pin on the RA-25.
