[arm-allstar] Remote Receive Node

A few weeks back I asked about setting up a voter for our repeater and with
Doug's help decided to pepper the low areas with remote receivers
(different PL's for each area) that autodail back into our main
transmitter. I have built the first two and they seem to work as designed.
The issue is I don't know how to disable the transmitters. I want the node
to receive but not transmit. Is there a command that turns this off?
