[arm-allstar] TXCTCSS bit?

I'm running several up-to-date HamVoip servers RPi 3/4 with RB-RIM-Lite's. I am going to replace my RC210 controller on 3 repeaters that I have on the air with HamVoip. I was looking at the TXCTCSS howto and it's not sinking in. Is this bit used to work with an external ctcss enc/dec? If I could get a couple of examples of how you are using it I would appreciate it. Maybe I think it will do something that it won't. Thanks for the info and guidance.
