[arm-allstar] Node Going To Sleep

This sounds like an apache failure I was having on one node a while back.

After fixing my rc.local file, as I added a line before allstar executed,
the lockups stopped. Putting any additions at the bottom of the file
resolved future lockups of services.

(They were random lockups and were unresponsive once locked until reboot.
Yet other services still worked)

Just a thought.
