[arm-allstar] Tail messages question

Hi Tim,

The app_rpt tailmessage mechanism itself won't allow scripting, 
however, you could include an arbitrary audio filename in the tailmessage 
list and then periodically replace this file with the output from the 
wx_condition.sh script. The modified wx_conditions.sh script could run 
from cron, etc., as scheduled.
