[arm-allstar] command to disable transmit?

Patrick,

cop 2 and cop3  enable and disable transmit. Disabling does not stop
existing connections from working or the repeater or node receiver from
receiving. Disabling does not allow further connections to the node. So
this is the best and only way to do it at the moment.
