[arm-allstar] Wunderground now IBM and new API for wx_conditions.sh

I recently tried to get the weather information from my personal weather 
station (PWS) running again on my Hamvoip node. I had it working until 
about a year ago but it seems things have changed since IBM bought 
Wunderground.  The API has changed and now they only provide a free API 
key if you contribute your PWS info to the system.  Has anyone revised 
the script wx_condition.sh to collect the data using the new 
api.weather.com URL?  The data format is now JSON.
