[arm-allstar] New IRLP install

Hi Eric,

Please carefully review the the HamVoIP IRLP installation HowTo. The
installation steps start on page 2. The HamVoIP setup procedure is
radically different, as compared to installing an IRLP only node, using
the original IRLP software. Here is the HowTo:

Also, make certain to reboot the Raspberry Pi after the installation steps 
are completed.  The /var/log/irlp folder (and others) are created at 
boot-time from the /home/irlp/custom/rc.irlp script. The rc.irlp script 
gets called from the /usr/local/etc/rc.allstar script, which is executed 
from the /etc/rc.local file, which is run at boot time.

Finally, make sure to confirm that IRLP is enabled in the 
/usr/local/etc/allstar.env file, with a statement like:

export IRLP="enabled"


The IRLP setup only takes a few minutes. I confirmed that all the scripts 
are still working properly about a week ago.
