[arm-allstar] New IRLP install

After hearing problem with and IRLP intalls i decided to Try a new IRLP
install, (IRLP 3905 installed on  Allstar node  42285. I already have one
allstar node, 28302  working with IRLP3917 that was install about a year
ago.

After the New install, i ran the enable script /home/irlp/scripts/enable
and got errors that point to symbolic links in /home/irlp directory that
point to  /var/log/irlp which do not exist, and were never created by the
install.

These files all exist on my Allstar node 28302  (IRLP 3917).

The new install is missing the directory /var/log/irlp and all its files.
Not sure why this was never created in this new install. Even a second
attempt did not resolve the issue.
