[arm-allstar] odd node behavior

one of my nodes that has operated nicely for quite a while has started a
odd behavior.

most of the time it works as expected.

the setup is a repeater that is full time linked.

at times the repeat node stops sending  PTT in response to a signal on its
input., during this failed condition it is properly coming out the other
nodes it is linked to, and when the operator on the linked repeater
responds it keys the node that has stopped as expected.

basically the node will respond to another node but stops functioning as a
repeater, it is acting more link a link.the after 30 seconds or so it is
back to normal.

Nodes are on the latest update and have been rebooted. There is only one
URI per raspberry pie.

any ideas appreciated.
