Okay, you don't need a TKR-851 as your "link radio." A half-duplex rig
will work fine.  In either case, these rpt.conf node setting on the RPi4
should resolve this issue:

duplex=0
linktolink=yes

...So, you're effectively turning the linking TKR-851 into a half-duplex
radio. Note that is MUST be half-duplex. If it's full duplex, you'll
generate a perpetual feedback loop with the other repeater, which never
unkeys, just as you describe.
