Chris,
The is not a manual per-say but there are setup instructions and many
howtos's at the hamvoip.org web site. It is really quite easy to setup and
doing it yourself less than $100 in parts in fact far less depending on how
you do it. This email list is a great place to ask questions as we always
strive to help those who need information.
Allstar is a great repeater controller giving cheap and easy control with
the benefit of Echolink at the same time. There is an example repeater
controller in the howto section of hamvoip.org It has maybe more features
than you would need it is a good example of a controller that has more
features and again at the cost of some construction is very inexpensive to
put together.
So any further questions you may have we would be glad to answer.
