[arm-allstar] iOS Hotspots became flaky since iOS 13 ?

Gerry you may know this but just in case. The hotspot does not like some punctuation marks. I took all out of my phones name. 
Also I think apple reduced the range of the hotspot. I do not have any official info on that but it seems that way. Guess to cut down the load on the battery.   I don’t think it will work well for more than a few feet. This is all from person observation.
