[arm-allstar] Weather Script Updates

Thanks for the wx_script Doug, It has made the thing I have been trying to figure out to do so simple now. The only thing I hear is when my wx_conditions header plays, the first word sounds like "and" temperature is 37 and so on. How can I get the "and" dropped or can I?

playing by other means such as in tail messages, etc. Current usage for
immediate voice stays the same - no third parameter.

Updated wx_condition.sh  to include precipitation rate/hr when available.
Also no voice for total rain or precipitation rate if total rain is 0.

Added s option for saving to file, no voice.

wx_condition.sh KPHL 40000 s      << Just save output to
/tmp/wx_condition.gsm

wx_condition.sh w-kparichb3 1998 s

Weather sound data saved to /tmp/current_wx.gsm

To use either of these and be current you would call either saytime.pl or
wx_condition.sh with the file save option BEFORE using the /tmp sound
files. This could be done in  a script or cron depending on how you are
using the sound files. You would then use the gsm files WITHOUT the .gsm
anywhere that Hamvoip uses sound files.

Type just saytime.pl or wx_condition.sh to see full parameter examples.
