[arm-allstar] Blacklist

I have used both the HAMVOIP instructions, and the ASL instructions, for implementing the black list.  Both give me the same error.

There is nothing in the blacklist or whitelist, at the moment, so nothing should be in use. Are the instructions outdated now?
