[arm-allstar] Intermittent kerchunking problem

Hi Robert,

When the kerchunking issue is happening, start the simpleusb-tune-menu 
program and go the the 'V' option to view the signaling telemetry.  Do you 
see any COS, CTCSS or PTT changes when a kerchunk happens? If so, what's 
showing up?
