[arm-allstar] UV-82 connecting

You need to use the real time tools in Simpleusb. Run Simpleuse-tune from  
the Admin Menu(Item 12).
Then use Option V to look at the COS and PTT signals. If you make any  
changes remember to save them before you exit.
