[arm-allstar] DTMF decode and emphasis

You did not say what node radio you were using or how you have it
connected? If the radio does not do de-emphasis and requires de-emphasis in
Hamvoip then yes you need to turn it on. The fact that you say DTMF decodes
properly only with it on would indicate that it needs to be on. The audio
will sound shrill or lacking in lows with it off if it should be on.
