[arm-allstar] removing squelch crash with the SA818

I think we are talking about 2 different things. I'm refering to the 
local squelch on my radio after the  allstar node unkeys.  I thought the 
rxdelay was for the squelch
burst that gets sent over the network when I unkey.
am I miss understanding how things work?
