[arm-allstar] Pi 3 to Pi 4 upgrade

I’m missing something.

I updated my image in my pi3b+ to most current.

Then tried to insert that into a Pi 4 and it does not boot. 

What is the proper way to upgrade from a 3 to a 4 ?
