[arm-allstar] Setting levels for proper DTMF decoding

Mike,

Is your problem that AllStar isn't decoding in-bound DTMF or that the 
RC-210 isn't decoding DTMF from AllStar?

The audio levels in/out of AllStar should be consistent across different 
systems, assuming you've got the same style audio Fobs everywhere.

Make sure you've got preemphasis (for out-bound audio) or deemphasis (for 
in-bound) enabled in AllStar, if needed, or tone-twist will occur, making 
DTMF decode more challenging....Again, these setting all behave similarly 
if you're using the same Fobs everywhere.
