[arm-allstar] Setting levels for proper DTMF decoding

Is there a proper way to set up output levels to an interface to ensure
DTMF is decoding properly? I have two similar setups at two club's tower
sites, both using RC-210 hardware controllers. The node at our club's site
decodes DTMF fine, but the other club's site does not decode DTMF well
(both using DTMF regen in the controller) even though we've gone in and
properly set up audio levels on both controllers. Just wondering if there's
a secret trick somehow to make sure it is working properly.
