[arm-allstar] CLI DOES NOT ACCEPT 6 DIGITS NODES

Hi Roger,

I just tested this and it works okay here.

I tested with the most recent HamVoIP/asterisk versions:

1.4.23-pre.hamvoip-V1.5.3-58-app_rpt-0.327-07/22/2019
1.4.23-pre.hamvoip-V1.5.4-01-app_rpt-0.327-08/12/2019

Try doing a search through your rpt.conf file for 48164 and make sure all 
instances have been updated to either 481640 or 481641.
