[arm-allstar] O/T HF frequencies on Emergency situation

Gervais,

  I'm not aware of a particular emergency frequency for the west coast
region. Others may be more familiar with it. I know there is a 20 Meter
marine net on 14.300 Mhz and is a platform that can be used for both check
ins and emergencies as it's monitored 24/7/365.
